Umbra's software is visualization middleware that is integrated with UE3 (or any compatible game engine). However, I'd be very worried about GW2 development if they have just now licensed a game engine. Even though I love UE3 and could see it working beautifully for GW2 I really doubt that's what NCsoft bought these licenses for, they are probably for their lower budget Korean MMOs.
For the record all you need to run the current crop of UE3 games decently is an ATI X1900 or Nividia 7800+ with a Core 2 Duo or X2 cpu...the current equivalent graphics cards costing about $80. Turn back time four years and that's about what you had to spend to run GW1. You can build an entire computer for under $400 that will run games like Bioshock and UT3 well.

graphically, gw isn't good because the engine is unique, it's good because it looks good and runs well on older systems. whether anet accomplishes this with their own engine or with a third-party engine is irrelevant.

See, I think of it differently in that just because only now licenses are being noted as being signed, does not mean they havent been working with the software(s) in the build and only when it is closer to the end that actual agreements for the use are tied up.... but maybe Im just being hopeful ^.^

This has been discussed earlier (in April, when the licens of the UT3 engine was announced), and it's was said then that the UT3 engine was not licensed for GW2, but for other NCSoft games. Last I heard GW2 would use a proprietary engine.
Umbra is a plug-in library of functions to avoid drawing hidden surfaces, thereby speeding up the rendering of the graphics. It's not tied to any particular engine, although it comes "pre-adapted" to integrate with the UT3 engine. Umbra is used in e.g. Star Wars Galaxies (proprietary), Age of Conan (Dreamworld engine), Project Entropia (Crytek engine), and Everquest 2 (proprietary).
That Umbra will be used in GW2 does not prove that GW2 will use the UT3 engine, or say much of anything about GW2 development status.

I think the latest announcement pretty much tells us that ANet do their own licensing, so any NCSoft license has bugger all to do with ANet projects.

It's also going to be used by CCP for EVE online, which says a lot about how good it is (and so it means it's becoming commonplace now, it's more about who's not going to use it...).
